[refine] Integrate resposne manager with database

As a user, I want to have an option to attach messaging database to response manager, so the server responds automatically according to the database content. As a user, I want to have a feature to set data record values in responses, so I can decide exactly what the response would be. As a user, I want the resposne manager to use default values for data records if I do not provide one, so I do not have to worry when I do not know what to set.
