Gate+lock stays open or shut

This is for 1.7 using the latest spigot dev build. If you place a deadbolt on a gate it will force it to stay open or in some cases closed. So you can't just open/close like a normal door. You can't just click to close the gate as it will just reopen again or vise versa if it is stuck the other way.

ok i just figured something out. i put a gate up. put sign on so it would break it. I put another gate on top of the bottom gate with sign. And it appears when you go to open the gate on the top.

It will open the bottom gate. but then top gate closes right away....... hope this helps figure out the bug.
