Deadbolt bypasses Towny permissions - anyone can place signs.

Quick backstory. We've gone from a version of Lockette to Deadbolt v2.2. The move hasn't been entirely painless however.

Our server is running a Townymod based theme, where players build cities and assign property to players - but anyone on the server can place signs on furnaces, chests and (apparantly also doors today), which is really bad and unintentional. It means we have to call an admin everytime some dolt places a sign on something publicly available.

Is there any way to fix this strange behaviour? Please respond with step by step instructions if possible - I have to relay this to the server owner (and host). As I recall we only have base Deadbolt 2.2 installed automatically using the .jar file.
