passive-smd footprint library should be deprecated

Instead of keeping one (for example) 0603 footprint, there are now separate 0603 footprints for each type of component (i.e. cap, resistor, LED). A one-size-fits-all approach wasn't super great for DFM, and this makes the future addition of 3D models to the library easier.

The passive-smd library should be removed.
