Update to php 8.1

@mcordingley I use your Regression package in one of my projects and we are in the process of moving to php8.1. As you can see Regression and LinearAlgebra both require php 7.x. It would be awesome if you bumped you LinearAlgebra to 3.0.0 (since this is breaking). Let me know if there is anything I can do with this PR for now.

@rreynier My apologies for not seeing this sooner, and thanks for the added type annotations. I'll get this merged and bumped to a new major version. Appreciate the contributions.
