Notify users why they can't record

When a user joins a conference and that can't record, Mconf-Web should inform the user the reason why he can't record.

A few use cases:

  • A user that doesn't have the record flag enable should just get a general message: "You don't have permissions to record"
  • When a global admin joins a conference of another user, that can't record: "The user that created this meeting does not have permission to record"
  • The same as the previous option for when an admin of space, that can record, joins a meeting in that space, but a meeting that was created by another space member that cannot record. (There might be more cases than these.)

The notification should be shown using the solution implemented by #1735.

I'll just send the information as metadata in the join call and Mconf live can implement this later.
