A webconference server should be optional

Currently if the application has no webconference server registered it will break in some points (saw it at the user's home). This shouldn't happen. If there's no webconference server registered, the application should only disable everything related to webconferences, but shouldn't break. We should review the application to prevent these errors.

If this is done, the webconference server can then be made optional in @setup_conf.yml@, see #781.
