New options to control the access to webconferences

Currently webconference rooms can be public or private. When private, they require a password.
This could be changed to the three options below:
- Allow anyone to join the webconference
- Allow anyone to join the webconference but require a moderator to approve it (guest feature from Mconf-Live)
- Require a password
Selecting if a room is public or private wouldn't be needed anymore with these new options.
Moreover, the button to start a conference could include these options so the user can easily select one before starting a meeting. See the image attached.
