ci: without intl test run

borp is not working without intl, because of execa

Removing execa would be ok, if you need this.

We use borp in undici, and we cant Upgrade to latest borp because without intl fails.

One of Execa's maintainer here :wave: We are looking into fixing this in Execa: https://github.com/sindresorhus/execa/issues/1143
