Discussed with the team and this change is a big risk outside of a breaking change release, so closing for now but we can reference this PR for individual one-off...

@thatblindgeye as far as the design intent, I'm not sure. Looking at the [drawer design guidelines](https://www.patternfly.org/components/drawer/design-guidelines), it looks like there is also a kebab, but that's for a notification drawer....
