User's default VAE settings in Server->Users tab

Expected Behavior

Wanted to set default VAE for user from server admin panel without need to log-in as this user from other tab with non-localhost IP.

Actual Behavior

In Server -> Users tab (admin panel) all default VAE dropdown fields aren't populated and don't have any set values even if its value has already been set in User -> User Settings.

0. Get any VAE
1. Create new user
2. Try to set default VAEs for this user from admin panel
