Ready for merge

I am still working on adding to this PR for using the same port in cascade/lock that was used to reach roxie.

@asselitx I approve this PR and I have added: https://github.com/hpcc-systems/HPCC-Platform/pull/18571 So these two PRs really go together.

Should we increase thread count ? Or add a duty-cycle / spin to test3 ?

How about a hash option compileflags 'xyz' ? Or some config setting for custom compile flags ??
