Add playlist syncing functionality to the bot queue

Sync the bot's queue to a (collaborative) playlist. Requested by KTULI.

Considerations:

  • Songs should not repeat frequently
  • Others?

Would it be possible to have the bot be one of the collaborators? Then you could probably have it remove tracks as it plays them... basically making the collaborative playlist operate similar to the JQBX :: Queue playlists? Just an idea.
