empty `geodatadownloader.zip` result

Cool tool. I successfully downloaded this layer, but when I try this one from the same server I get an empty result. Both are Type: Feature Layer and Geometry Type: esriGeometryPolygon. The failing layer will render in the browser's map viewer (when zooming way in), but still no download. Maybe some server side limitation? Any recommendations for a similar CLI tool with more flexibility? Any help is greatly appreciated.
