Install script needs to touch scripts/blacklisted_images.txt

PLEASE READ THE DOCUMENTATION BEFORE SUBMITTING AN ISSUE

Describe the bug On a fresh install I was getting php errors on the main page. I tracked it down to the scripts/blacklisted_images.txt file missing. If you update the install script to touch blacklisted_images.txt will fix this.
