Add a fedora rpm spec file for release 1.1.2

Add a spec file capable of installing the uldaq library including a patch which removes the last step of make install, which breaks when building a package

I can confirm that this spec file can be used to package uldaq on Fedora 32.

It would be nice if we can add to the repo :)
