Generalize rosy

As an engineer, I want linters to recommend that my shell scripts be rewritten in more reliable, DSL-based build tools, library-based build tools, or even compiled applications, in order to run my builds more reliably.

  • [ ] In a wiki, recommend that each stank finding be rewritten in Mage, Tinyrick, Shake, Rake, Invoke, Gulp, Grunt, Gradle, Maven, CMake, Autotools, Makefile.PL, scripts, dedicated applications, etc.
  • [ ] Move Rosy warnings to wiki.
  • [ ] Drop Rosy application.
