Organize shell db

As a developer, I want stank to consolidate the facts it has collected about different kinds of files into a single object, so that I can submit queries more easily.

The various hardcoded shell data for discerning between POSIX-compliance/noncompliance by shebang interpreter, file extension, and config filename, can all be reorganized into a single set of records, organized primarily by language, but queryable by any of these columns.
