Provide Vim repo for easier usage

We should provide a separate, self-contained repo with Vim configuration files for easy integration with tools such as Pathogen, NeoBundle, Vundle, Plug, VAM, etc.

For an example of how easy this should be, see the installation instructions for vim-airline.
