There's an extra slash in the URL here between issues and comments: 'https://api.github.com/repos/acl-org/acl-anthology/issues//comments'
But you can check in the browser that https://api.github.com/repos/acl-org/acl-anthology/issues//comments returns an error, while https://api.github.com/repos/acl-org/acl-anthology/issues/comments returns actual results, so I think that’s the cause of the error in any case.
