Prevent Global Pinned Tab Unloading

Description

There's a config option called "Prevent pinned tabs from unloading," but it greys out if you have global pins. It only works for local pins. I don't really understand this limitation. If anything, global pins are the ones that are more important to prevent unloading, since they're always in scope.

@Medullitus, these are instructions about how to prevent pinned tabs from loading on startup. This PR is about preventing pinned tabs from unloading ever.
