Hotkey for loading next/prev tab should not depend on page loading

Description

Not sure if intended, but using hotkey for loading next/prev tab should not depend on page loading before it can be repeated. Often I want to load contiguous tabs (e.g. on session startup, tabs are unloaded) and browse one of them as the others load, but I cannot spam next/previous to focus the tabs to get them to start loading--the subsequent actions are blocked until the page loads.

Looking for a keyboard-driven approach for this workflow.
