Assign tab panels per window

Description

I am not sure if this has been requested before. I could not find it while searching.

I think it would be beneficial if tab panels would be assigned per window. It would enable a workflow of sending specific tabs to specific windows (and thus different screens if the user wishes so).

This closely resembles functionality similar to per-monitor workspaces that some window managers provide.

How feasible is such a feature based on the current structure of the code?
