Superpinned Tabs

Description

Currently, pinned tabs appear in a row within a panel. I like this. Add a row of super-pinned tabs. These will show always, no matter which panel is currently active.

This would be a nice addition. I normally have a few pinned tabs (like whatsapp and some other stuff) which I like to be positioned globally. But there are other tabs, like a google drive folder, or a spreadsheet, which I'd like to be pinned only for a specific panel.

Correct.

I currently have a tab group for each pinned tab with just the one tab in it, and it's really stupid.
