Show panel icon with grey color if all its tabs unloaded.

Hi, there!

I use several panels, and from time to time some of them contains only unloaded tabs. (Sorry, I don't know how them are named, because I see only translated sidebery. Panel context menu -> shut down button).

It would be nice if panel icon is showed as disable color in the cases.
