Unload folded tabs isn't applied for new tabs

Steps to reproduce

• Open Firefox in new profile
• Install Sidebery
• Set Unload folded tabs to true
• Open a new tab in a folded tab

Expected behavior

Tab shouldn't load since it's inside a folded tab

Actual behavior

Tab gets loaded as usual
