touch tagging belongs_to associations

It'd be helpful for caching if taggable objects were touched when their tags change.

@seuros not sure how to setup that option. Also not sure how adding tests would improve test coverage since this leverages Rails infrastructure only.

Something like ActsAsTaggableOn.remove_unused_tags

Since there will be 2 contexts, we have to test for both.
