Drop/rename some configuration options

Some configuration options have little or no meaning now. They may have been a good idea at the time, but have since become more or less redundant.

Also have a look at the configuration option names. For instance BUILDCACHE_REMOTE_LOCKS is unfortunate since it looks like it has something to do with BUILDCACHE_REMOTE.
