seca-19.3 to maintenance mps 2020.3

Implement remaining changes from maintenance/mps20193-seca on top of maintenance/mps20203 by hand using MPS version 2020.3.

  • asynccell changes (cherry-picked): updated
  • editingGuide: PropgramFragment and ExerciseExecutor: minor changes
  • hyperlink: HyperlinkUtil: minor changes
  • actionsfilter: minor changes and some error fixes

project mbeddr.core

  • IMbeddrIDERoot and MbeddrMenuHelper

Changes not transferred

  • project build: seems to be up-to-date
  • graphstream: seems outdated
  • incrementalcomputation: seems outdated
  • AssessmentQuery: irrelevant

@AlexeiQ  I see that this PR was never merged, Can you give a quick update on how you guys want to proceed with this PR? Ideally, we would have these changes in all currently maintained branches. Is it enough to change the target branch to maintenance/mps20213?

@alexanderpann That's the one thing that fell under the table :/ I was ensured that it was already handled, but apparently not. I don't know the changes, but will review and update this PR the week after easter. My idea is to merge it to maintenance/mps20213, and switch the secure project to the pure maintenance/mps20213 branch instead of a secure-specific mbeddr branch. I can/will also take care afterwards, that it's cascaded properly to the newer versions, in case there's a problem with the automatic cascading.

Would that be okay with you?
