how can I turn on dead reckoning or is it on by default?

Basically you can switch the GNSS_DYNAMIC_MODE to your platform and need to wire up the system to your vehicle so that is get the speed or tick information.

Setting up DR is not easy, you need some engineering skills and knowledge. It is all documented, I suggest to also read the u-blox manuals on DR.
