Add Ipv6 support

Adding ipv6 support to GoCast will be a much appreciated feature as more environments migrate to dual stack and in some cases v6 only stacks. Changes needed:

  • add user interface to accept/parse ipv6 VIPs over http / config/ consul
  • implement GoBGP's ipv6 API to support v6 AFI/SAFI when peering over BGP

Comments are welcome.

Plan is to work on it this half.
