Heroku says: Source code violates the Salesforce Acceptable Use

when using the one-click deployment link, fill in the required fields then hit 'deploy app' and see this:

"We couldn't deploy your app because the source code violates the Salesforce Acceptable Use and External-Facing Services Policy."

any idea what this is?
