Transcoding to different quality options with adaptive bitrate for streaming quality

Currently there is functionality to preserve the higher quality version when compressing a video and then allow users to have a 'High Quality' button to switch to that. Would be great if we also compressed to a quality for mobile/low speed internet users and then did automatic adaptive bitrate to change the video quality for them.
