VM startup failure due to /dev/shm being mounted noexec

If Netkit does not start (FAQ 05), it may be because /dev/shm is mounted noexec. The fix is to remove noexec from /etc/fstab.

This should be both documented in the FAQs and checked by check_configuration.sh.
