Default Rules: Block JavaScript on all Sites

Is there a way to make this extension block javascript on all sites by default? Then, a given site can be whitelisted for future use?

I just have javascript off by default in Chrome and then whitelist with the extension, or do you meant that the extension should turn off javascript? Not sure it can?
