sort out path craziness (mostly for pkg source)

there's wayyy too many conditionals and weird paths in the source, requiring different paths depending on how (act, github, local, make) this is run. Need to sort this out.

much of this (?) is caused by the need to have a /ghactions-source/ at every image root, which is just confusing. Maybe #271 can take care of this.
