the caching mechanism currently does not ever delete dependencies that were once cached; that could a) cause a really big cache and b) cause unexpected behavior when old dependencies still linger.

yup, this just bit me in the back, because there was an old version of ghactions lingering the cache. So I gotta do this a bit sooner to make sure that doesn't happen again; makes it hard to reason about.

The script that does this has now been removed for the new GitHub actions; it's not currently needed, because there is (as of yet) no caching.

Should take the lead of https://github.com/r-lib/r-azure-pipelines/issues/11.
