When Discord is closed, try every X seconds

If we start VS Code when Discord is closed, this message is shown:

This maybe is not a good practice for those who start Discord after Code.

I think that the addon should check if Discord is running every X number of seconds, and send the RPC information when the connection is working/Discord is open.

As you can see, Discord was open after VS Code and the RPC info will never be synced:
