Scheduler using Time-driven triggers.

Good idea. Any suggestions on how I might format this?

Maybe an extra worksheet called "SCHEDULES". Then have allow a user to set a schedule for publishing. Something like that perhaps...

I think you'd want to do it inline with the content you're posting. IE, for the blog sheet, you'd just have two extra columns, one called "Published" (boolean) and another called "Publish Date" or something like that.
