Can't save data to SD Card

Expected Behavior

As https://github.com/mavlink/qgroundcontrol/pull/10748 suggested, all data can be saved to SD card.

Current Behavior

Can't save data to SD, especially video data.

Steps to Reproduce:

Please provide an unambiguous set of steps to reproduce the current behavior

  1. Install 4.3.0 release version
  2. run the QGroundControl, check "Save application data to SD Card"
  3. kill the application and then reboot
  4. QGroundControl popup message windows, see below:
  5. 100% fail (Maybe android API related, but need to check)
