Long-term: Clean up the build process.

• CMake needs to properly support building for all the target platforms, including Windows.
• Proper build configuration time flags for enabling or disabling code properties.
• Better handling of external library support, in general.
• Generally, DxBuildConfig needs to stop being a thing that is edited by hand, regardless of platform.
