First message not correctly delivered to remote user after creating pm

I started a pm with someone on whatsapp and everything seemed to work fine. But then I wonder why they don't reply and go to check the whatsapp app, the initial message shows as not delivered (only one :heavy_check_mark: ). If I send a new message in the whatsapp app itself, it gets two checkmarks (the initial over-the-bridge message still only has one checkmark).

Steps

• open bridge bot room
• start pm with a new contact pm +358123456789 --force
• bridge invites to the new room
• type a message in the new room

What happens

• message looks like sent in the bridge room but checking whatsapp app days later still shows with one checkmark only. asked the user via other channels if they saw my message, they said no.
• the first message is still undelivered after chatting with the new contact for a few new messages over the bridge

Expectation

• message is delivered to the remote user OR some kind of error of non-delivery is shown
