Secret chat bridging

There's some work going on to support secret chats in Telethon. If/when that's ready, it should be easy to add support to the bridge.

Matrix-side encryption is a different issue unrelated to this: #403

It seems the telethon plugin is ready to be used and just needs to be implemented in the bridge?
