remove apt pinning from Docker image

Hi, what's the reason you put pinning to 7.1.33 in mautic 2 latest image? I mean file: /etc/apt/preferences.d/no-debian-php

I spent 2 days trying to upgrade my setup's php version in yhis docker image with a goal to run mautic v3 migration script (which requires at least php7.2). The error apt throws is not specific and misleading (actually there is a bug issue in Debian community on that).

BTW, If there is another way how I can migrate my dockerized system to Mautic 3 without upgrading my mautic container first, please let me know.
