Add subcommand that reassigns open reviews for authorized user.

Redistribute review load based on what Harmony would currently do if it were asked to assign reviewers to all open PRs.

I'm no longer sure how this command should work, if I ever was. Maybe it should target one specific PR (the current branch) as is the norm for other Harmony commands and simply add a new review request (or optionally also remove existing requests at the same time).
