Comment improvements

Add config option for whether comments on new PRs should @mention requested reviewer or just say their login (or name?).

Support for listing comments on PR for current branch? Adding comments? Maybe.

I think the parts about listing and adding comments are probably not a good fit for Harmony because the GitHub CLI offers good support for these things.
