Adding SHA3 extension to the built library

When trying to run a query such as:

-- name: AnonymiseOrgAndRepo :exec
update renovate
set
  organisation  = 'ANON-' || hex(sha3(organisation)),
  repo          = 'ANON-' || hex(sha3(repo))
where
  organisation
    NOT LIKE 'ANON-%'
  OR
  repo
    NOT LIKE 'ANON-%'
;

This results in

Error: no such function: sha3

Looking at a similar discussion in the SQLite forum, this is an extension that I appear to have enabled in my sqlite3 binary but that may not be enabled by default here.
