What is this PR?

Implementation of parrallel Count-min-sketch according to research paper "Parallelizing Count-Min Sketch Algorithm on Multi-core Processors" by Bowen Yu, Yu Zhang, Lubing Li. https://www.atlantis-press.com/proceedings/mmebc-16/25859036.

I will be glad if someone could review my implementation of idea stated in the research paper.
