Revisit how we handle Feature Function (FFN) values in translations. Re-check the mappings and add pre/post processing as required. This is in relation to #4737 , #4633 etc

Take the code from #5032 that was disabled and either: A) Get it working under `test-files/cmd/glacial`, or B) Put it under `translations/test`

Add a tag with the reson for dropping the feature

Add a tag - `o2s_reason` - to each feature in the O2S_X layers that states why the feature was dumped. E.g. * Unable to assign an F_CODE * Wrong geometry...
