Card says light is off with brightness set to 1/255

Description of problem: I have a light set to the lowest possible brightness with a value of 1 (out of 255). The card is not showing that the light is turned on, when the brightness is set to 1. If I set it to 2, it shows as 1% brightness and that the light is on. If I set the brightness to 1% using the card, it sets the brightness to 3 (out of 255). Here's a visual example. So in essence: Brightness 1 and the card shows that the light is turned off. Brightness 2 and above, the card shows the light is turned on. I assume this is a rounding issue.
